FORMULA3 selected for NSF–Research Council of Finland VINES funding

A collaborative effort of about $1.54 million, spanning five universities in the United States and Finland, will develop AI-native FR3 programmable wireless environments.

FORMULA3, the Framework for Optimal Resource Management Using Generalizable AI in FR3 Dynamic Programmable Wireless Environments, has been selected for funding through VINES (Verticals-enabling Intelligent Network Systems), a joint program of the U.S. National Science Foundation and the Research Council of Finland.

The collaborative effort totals about $1.54 million: $700,000 from NSF and €748,056 from the Research Council of Finland (about $837,000 at October 2026 exchange rates). It brings together researchers from five institutions:

  • Tennessee Tech University: Muhammad Ismail
  • Texas A&M University: Sabit Ekin
  • New York University: Ted Rappaport
  • Tampere University: Ertugrul Basar
  • Aalto University: Risto Wichman

The team will develop AI-native, sensing-aware programmable wireless environments in the FR3 upper mid-band (7–24 GHz). The goal is faster, more reliable user-to-cloud connectivity indoors and from outdoors to indoors, for applications such as augmented and virtual reality, remote healthcare, and advanced manufacturing. The project also strengthens U.S. leadership in emerging telecommunications technologies.
